Mozambique and Russia have taken a new step in consolidating their strategic relations by signing a memorandum of understanding in the transport sector, in a move that strengthens logistics cooperation between the two countries and opens the way for joint infrastructure projects and technical training.

The agreement was initialled in Saint Petersburg, on the sidelines of the International Transport and Logistics Forum 2026, by the transport and logistics ministers of Mozambique, João Jorge Matlombe, and of Russia, Andrey Nikitin. The gesture, discreet but laden with meaning, signals an increasingly structured rapprochement between Maputo and Moscow at a time marked by profound changes in global transport chains.

According to a statement from the Mozambican Government, the talks between the two officials focused on modernising transport infrastructure, training Mozambican staff at the Russian University of Transport and preparing a future memorandum of understanding specifically dedicated to the maritime and port sector.

“The meeting also reaffirmed the mutual commitment to strengthening the historic relations between the two nations,” says the official document, underlining the political and strategic dimension of the understanding reached.

The signing of the memorandum comes in the context of the first International Transport and Logistics Forum 2026, an event that brought together senior officials and government representatives from more than 60 countries, turning Saint Petersburg into a stage for discussing the future of global mobility.

According to the statement, the meeting was regarded as a relevant platform for multilateral dialogue, focused on building new logistics models capable of responding to the economic and geopolitical changes shaping the international landscape.

During the opening session, the urgent need to identify and develop alternative routes for the transport of goods was also highlighted, as was the need to speed up the digitalisation of international logistics corridors, measures seen as essential to meeting current challenges and ensuring greater resilience in transport systems.

In this context, the rapprochement between Mozambique and Russia emerges as part of a broader strategy of diversifying partnerships and strengthening Mozambican logistics capacity, at a time when global supply chains are going through a period of unprecedented reconfiguration.
